I have done my fair share of CIP in Los Angeles but would hate to smear a girl due to misinformation. DS Summer / Coco is different girl from Coco / Tulip and whatever other names that other girl was using. These girls have multiple names so can't just base on names and say they are the same girl. Both of them were in California so I am not ignorant about them.

Unless she changes recently, DS Summer is strict on condom while the other girl is easy BBFSCIP. Try asking DS Summer for no condom with extra money and see what happen.

If you recognize a girl from LA or Vegas who does BBFS, you can ask for the upgrade, but generally no DS girls don't offer it.

I've had it once with a girl who I saw in Vegas last year, but otherwise this is the only other time I've heard of them having a girl offer it.

I just stated, will see what their reaction is. In terms of her pictures, BTT owner is famous for using fake / stolen IG pics. Rest are her P.S. Photos.

Another Coco, or "Lady Coco", at LadyLady is disputably a full BBFSCIP+.

I have used agencies as references. However, I always contact them asking first. Normally, IMO if you're a regular they don't mind especially if you ask. I also have several independents that I use as referrals.

Depends on the agency. Just my experience but you're usually going to get a no. You're better off with P411 or a indie girl with a website. Not to say they never do it. Sometimes they'll do references for sister agencies in other cities.
