I doubt a hoodrat would call LEO lol, unless you mean hotel management? They're usually brain dead and numb to anything strange happening, let alone idle parking. But I get your frustration and not willing to wait. I usually arrive long before the girl knows I'm there to survey things. I even have cancelled before the confirmation to come up if I see activity that I don't like.

Always have a reason to be where ever you are. If its a hotel PL tell them you are waiting on a contractor for a meeting, and that he stays there. In Columbus the strolls go through neighborhoods so I take real estate listings, and put a few shots on my phone camera. Always be cordial, and happy to offer any help you can, the last thing you want is a bored patrol cop messing with you until he gets a call. I do agree with staying too long. I usually park across from the property whenever I can, until I feel it's safe enough to go to the room.
