    One of the best tools The State can use is scaring people with the complexity of dealing with the criminal justice system, especially once you're in it (sitting in a jail cell), and you just want your life to return to normal. I have a PhD (physics) and *I* would never try to negotiate the court system without an attorney (or several); it's just too complex, and too many things can go wrong, and it's too easy to game it once you have folks on the inside (like connected lawyers). I even have an attorney take care of traffic offenses, because I take no chances with the criminal justice system.

    For the ones not arrested (their agency just shut down), I bet the majority do come back albeit with different names. I also make this prediction: in time there will be agencies to replace the ones shut down--quite possibly by the same owners. For the providers who were actually arrested, a fewer number will likely come back, but some are always going to take their chances.

    RICO is the sledgehammer in hopes of forcing them to testify against the owners. If they get good lawyers and didn't run their mouths too much, the RICO will likely be dropped anyway. Otherwise, their plea deal will almost certainly force them to testify to get the RICO dismissed.

    Because they're looking for a bigger fish, even though the charges probably wouldn't stick once in court, they're trying to pressure girls into giving up information. RICO raises all the stakes, what bond is set at, the attorney you hire, basically making it an inconvenience for the girls charged.
