So if you go after backpage for profiting from prostitution ads, how about the cell phone company that sells phone and AT&T for carrying the traffics on their network for the Johns to read? One of the best tools The State can use is scaring people with the complexity of dealing with the criminal justice system, especially once you're in it (sitting in a jail cell), and you just want your life to return to normal. I have a PhD (physics) and *I* would never try to negotiate the court system without an attorney (or several); it's just too complex, and too many things can go wrong, and it's too easy to game it once you have folks on the inside (like connected lawyers). I even have an attorney take care of traffic offenses, because I take no chances with the criminal justice system.

For the ones not arrested (their agency just shut down), I bet the majority do come back albeit with different names. I also make this prediction: in time there will be agencies to replace the ones shut down--quite possibly by the same owners. For the providers who were actually arrested, a fewer number will likely come back, but some are always going to take their chances.

RICO is the sledgehammer in hopes of forcing them to testify against the owners. If they get good lawyers and didn't run their mouths too much, the RICO will likely be dropped anyway. Otherwise, their plea deal will almost certainly force them to testify to get the RICO dismissed.

Because they're looking for a bigger fish, even though the charges probably wouldn't stick once in court, they're trying to pressure girls into giving up information. RICO raises all the stakes, what bond is set at, the attorney you hire, basically making it an inconvenience for the girls charged.

I did an inmate search for the two arrested back then, and the disposition is that both made bond. There is no conviction or time served mentioned. This seems to suggest they both worked out some type of deal and avoided jail time, although I am not an attorney and only know how do conduct limited inmate searches. Still, if they served any time in any prison in Georgia, they would be in the state data base and neither were listed.

It's very possible their cases simply haven't come up yet; it can take years for a case to come to trial.

So it seems the authorities are trying a much different tactic with the girls this time around.

And while I can find plenty of stories about the 2014 busts that were published back when the news broke, I can't seem to find anything about how the charges were adjudicated. It's fairly common knowledge that one of the 2014 owners is still in the business, just with a lower profile -- claiming he's a "booker for independent ladies."

It just hit me that one reason there may be no disposition on these arrests is that they cases are still in the court system. The wheels of justice do indeed grind slowly.
