Ha ha, You are so right, but I don't think they are worried too much about your tax dollars. My take is that a larger number of arrests is mainly an effort to justify and secure their assignment to those nice soft / safe units, thereby avoiding having to work the patrol cars, doing the work of grunts & risking an injury.

It is Spa Profiling, Solon Profiling or Massage Profiling. What ever you want to call it, they are trying to hit the places where they can get the most bang for your tax dollars. LOL, so to speak.
