No insight into this specific situation, but I can tell you I've seen LE use pics of a 'legit' escort for a sting in operation in the same state she 'worked'. They bagged a boatload over a 2-day operation.

To the best of my knowledge, if it's a publicly available pic, they do not need the girl's permission. (F'd up though).
