They will typically get involved if there are a lot of complaints or someone is a victim of a crime related to pandering. They do have programs to try to assist as you mention. These PDs only have so many resources. There has to be a lot more to this story than we know for Roswell PD to throw so many resources at this case. We can only speculate and I doubt the media ever gets full access to all the information.

As far as Cobb PD; I don't think they are as bad as city of Roswell, Brookhaven, or Norcross. From what I know they are so busy, they only respond to complaints. They are pretty active around the Cobb Parkway area. If you have an older model car, they will pull you over for anything in an attempy to snag someone with a warrant or expired license.
