8 pm is too early. I wouldn't go earlier than 11 pm but even more show up after midnight. Most of the action is between 69th and 64th, more towards 69th. Can usually find a bunch of girls on 73rd and 74th also. You'll find some scattered around all the way down towards Imperial.
