Yup. It isn't just because of giving out HE's.

I was on the table during a raid. No warning from Papasan, just the door opening and two males LEO in windbreakers demanding my provider into the hallway. This was not a full service spot, not even a HJ spot (unless you were a regular and got the right girl. I was, and did). LEO demanded I'd, she didn't have it with her, told her to call someone to bring it to her, she refused, on came the jewelry. I was still lying on the table, thinking of all the times this scenario could've ended much worse for me. I eventually got dressed and headed out. Papasan apologized, asked me to come back and they'd make it right (they did), and that was it. Never saw that particular provider around that shop again, and the shop didn't survive the shut-down.

Either that or an outstanding warrant. Sadly, a lot of the girls in these places are trafficked in illegally, and they're working in MPs to pay off their debt to their smugglers for bringing them in. The smugglers confiscate all of their docs to make it harder for them to sneak off. If they were to ghost, now they're an undocumented alien with nowhere to go and no form of ID. Given the fact she couldn't produce ID, this was most likely the case with her. Again, she may have had a prior "bust" where the cops told her she'd better have her green card on her next time, and this was the "next time. ".

I would assume that if there was an LE stop in for investigating if the place was in compliance with the LA municipal code, there would not be a girl in the paddy waggon.

From my reading of this, and grimmy23 is correct about California, but not correct as to City of L. A. , you do need a license to have a shop, but the infractions are not even misdemeanors.

And as I have posted before, there is no way any police officer with any political sense will even take an offensive smelling shit at an Asian parlor for feel of being deplatformed for being racist. If you like Asian massage, your chances of being at an LAPD raid are just about the same as le bron crashing your book club meeting.

But all businesses need a business license, regardless of what type of business it is or what city it's in. There is still no "massage license." If you have a business license for a massage establishment, some cities will do routine checks to make sure you're staying in compliance. In most cities that's done by code enforcement, not the cops. There are of course exceptions, but most cities leave their already shorthanded cops to fighting criminals instead of spending their time checking businesses for compliance to muni code. I've had them stop by my place maybe 2 or 3 times over 4 years. They pretty much check that our business license is current and on display, look at the restrooms to make sure there's paper towels and soap, make sure we have fire extinguishers, maybe ask for an employee list and randomly check a couple to make sure they all have current certs, but that's about it. They're in and out in about 2 minutes and don't disturb the business at all, and again, it's a code enforcement guy, not a cop. Reading the LA City Muni Code, it is a city that does require the certificate to practice massage within city limits (most cities do, but not all). But a violation is a misdemeanor at most. More likely, the first offense would be a slap on the wrist "don't let us catch you doing that again" kind of thing. Second offense would be a court appearance, fine, and suspension of certificate.

Another thing to realize is a lot of cities know full well what goes on inside their MPs but don't really care. Downey is one of those cities. There's like 6 MPs there and most of them have been around for 20-25 years. I wad on a ridealong with a Downey cop once (a long time ago - I don't live in Downey anymore) and he pointed all of them out to me. Told me they know exactly what happens in there, but as long as they aren't a public nuisance and start drawing complaints they don't really care. They'd rather have mongers getting hj's and bj's in there, fairly harmlessly, than having to bust crack w---es (interesting that word is censored on here) and their pimps in cheap motels. The more they stir up the MPs, the more they drive it underground. As long as the neighbors don't start finding used condoms and shit on their front lawns they pretty much leave them alone.

That may change next year when the new massage bill gets written, but we don't know what it's going to look like yet. Right now, California has a certification, not a license. What's the difference? Certification is voluntary. Some cities require it to practice massage within their city limits, some don't. Some cities only require that one certified therapist be on staff at all times. Practicing massage without a cert in California isn't a crime and certainly won't get you arrested. If you're in a city requiring certification, at most it will get the establishment in trouble with the planning commission, meaning the first couple times they get fined and if it continues to happen the city eventually revokes their business license. Most cities require a manager to be on duty at all times, so it makes sense that they'd ask for the manager. Asking to see their money makes no sense because that's none of their business unless they had an active warrant. It's certainly within their jurisdiction to come in and ask to see docs, although most cities leave that to the code enforcement people so they dont take cops off of more important shit.

If you saw one of the girls in the back of a cruiser, they caught her with someone's dick in her mouth or something. Or she had past run-ins with them, or has issues with her immigration docs or something. Kind of a well let you go this time, but next time we see you here youd better have your green card or something like that. Under no circumstances would they take her in for "not having a license.
