From my reading of this, and grimmy23 is correct about California, but not correct as to City of L. A. , you do need a license to have a shop, but the infractions are not even misdemeanors.

And as I have posted before, there is no way any police officer with any political sense will even take an offensive smelling shit at an Asian parlor for feel of being deplatformed for being racist.
