Your assumptions about the reasons for rates difference are basically correct. Although you should expect that you can get 2 pops regardless of the rate, which varies by model rather than services, some 350 providers may not speed things along and then say "too little time left" for #2. And quality of service. Kimberly was great. Great reviews, many reviews, personable, quality service, etc. But no have google translate handy if you're not up for practicing your Spanish. I saw her at 350, 2 days later her rate went up to 400. She'd be back next weekend. So far she is the only one I saw there. Check reviews on the other site.
