Same as what you described. With the volume of customers, most of whom are from out-of-town, it would be more troublesome and time-consuming to reference check each one, esp. If they do not have a relationship with other K-agencies. There is always a certain amount of mutual trust between these businesses & customers that is required in order to continue to function.
