If you truly feel obligation, pity, or generosity to help her, offer to pay her rent once she secures the apartment. You could easily leverage that into requesting a situation where you can see her any time you want at her place, since, after all, you're paying for her housing.
I'm not sure what the situation is with her girl's daddy's parents, but you could suggest that she ask them to co-sign. Or if she's a good employee and has been working the same job for a while (I'm assuming she hasn't been there very long if she's still only making 12.50/ hour), maybe she could ask one of the veterinary doctors to co-sign for her.
