Japan is horrible for mongering in general (I have a house in Japan and spend a month or two there each year), in particular if you're not Japanese. Most the the providers in Japan are Thai and Filipina, and probably Chinese now, with a handful of Russians, Eastern Eurpopeans, and Brazilians (there's a Brazil: Japan connection.)
