That is a civilian scanner, not a police radio. Available on Amazon or Radio Shack before they shut down. I have one. Maybe she uses it to listen for busts. Some people like to listen to Emergency bands and Nascar pit crew communications.

After I posted this I realized the phone number matched the lady discussed below that has what looks to be a walkie talkie on her belt or pants, so my apologies.
