The job of a police force in a free country is to arrest lawbreakers. Protecting the public and preventing crime before it happens is the job of secret police. I know very little about human trafficking. It appears to me that the prostitution is a means to feed a drug addiction. Isn't drug abuse at the root of this? At least in our city? DaveB is right about the neighborhood sentiment. This is a nuisance / quality of life issue. The taxpayers complain and the police are doing their jobs by responding. I took a stroll last week and saw kids on bicycles, moms pushing strollers, etc. My little head was not thrilled but overall it was kinda cool to see.
