I've tried going to L&L at least 4 times now. Every time I have gone in the evening there has been an unmarked cruiser in the parking lot, lights and all but no one in it. The typical shifts are 10 am - 7 pm and 7 pm to 4 am or 7 am. They only shut down from 7 am - 10 am, although every once in a while a shop will be closed all day. They usually will advise "Missy" is there. There is no Missy, so that just means you will find a locked door. Can't answer your second question because I have never asked for it and never will.
