I would say most girls ask this question if they are true SB materiel. They like the fact that you are experienced as this builds confidence in your ability to take care of them. The next question will be why did your past arrangement(s) end. I agree with Scott on this one. When it comes to these types of women. I simply say " I don't like for the allowance / funds to get ahead of the relationship". You could add and "if we can't move both along at the same time, I'm going to have to move along because maybe we are not the best fit". Then if she takes the bait and asks how to keep them in balance, you can then let her know how the panties and money are related and include amounts. I don't see any money upfront in this case as an investment. She's trying to get the most and give the least.
