They know. They just don't care. According to a few insiders I interviewed a decade ago, when this region was very strict, it's not that they themselves go it's just that most don't care and don't want to be bothered.

1. paper work. They hate it. Especially for stupid things like this.

4. It's mainly women, suburban moms, female shoppers, etc. who report and pressure crack downs. Women hate sex workers. They're the ones who protest.

When they crackdown:

1. You're too obvious. You're smoking weed in front of a school.

2. You're causing traffic jams.

3. We can blatantly tell what you're doing. (Loud sex noises, used condoms, half naked women visible from outside).

Basically, they don't care to bother you unless you're too obvious like above. They know. It's their job to but, as one cop said, "We get over 100,000 calls a month. There's only 80,000 of us. We have to focus on serious issues. Keep it in doors or areas where the neighbors don't care. ".

I was going to mention the crack myself. Through me off and certainly Not my favorite view.
