Of course they send out a renewal. If they didn't, they would lose a ton of revenue due to non-renewal. Orange is also very aggressive on their business licensing. Have a friend renting commercial property for his hobbies, and they do drop by from time to time.

As far as the non-renewal goes, well LE did just pay them a visit. I would imagine, the massage permit is hung up in the police department. Business license, might be contingent upon the massage permit. Could be, the proposed massage therapists that the owner intends to name, still need to get their massage certificate? That certificate, has a bunch of requirements, including Live Scan and criminal background checks.

Not sure how Nature will get over all these speed bumps. Seems better just to pack up and move to a new city, but maybe other cities have similar requirements.

Personally, I'm not believing that Nature can successfully open up in the same location and same name.
