Looks like, Chief of Police can take action, if a violation of conditions is found. Take a look at.
5. 56.060 Conditions of Operation.
Looking over those conditions, I'd say Nature complied with just a few, violated most. The few they might have been in compliance of, probably are just minor conditions in the eye of the city.
"The Police Department may inspect the occupied massage rooms for the purpose of determining that the provisions of this chapter are met upon occurrence of any of the conditions which would require the posting of the "Notice To All Patrons" as set forth in this chapter. During an inspection, the City may verify the identity of all on-duty massage therapists. ".
That clause, I would imagine is fairly common. Being that the City / Police had little if any true evidence before, this allowed them to peek inside and see what was going on for themselves.
It will be interesting, to see what happens next. Probably, very much as described by Grimmy.

Posts: 725Most cities require what's called a Conditional Use Permit (CUP) for massage establishments. I had to get one for my (fully legit) one. To get a CUP you typically have to have a hearing in front of the city's development board. Before the hearing you have to send out notices of public hearing to all residences and businesses within a specified radius of your proposed location. There are actually "radius map" services out there that you have to hire to run whatever the specified radius is around the address (typically one mile, but can vary from city to city) and they will send you address labels for everybody who falls into that radius, which you have to deliver to the city so they can mail out the public hearing notices. Of course all of this comes at the business owner's cost. This gives neighboring residences and businesses an opportunity to comment or object to the proposed business.

When you get your CUP it comes with a bunch of attached conditions. Mine is about 8 pages of legalese covering various things. Can't be open past 10 PM, nobody can sleep in the building, must have clear windows so you can see into the lobby from the outside, no window coverings, doors have to be unlocked, nobody except employees and customers allowed past the lobby, etc. If at any time the city finds the business in violation of the terms of the CUP, they can revoke the CUP in a heartbeat, which means you're shut down. That's independent of the business license. My business license is renewed ever year but if my CUP gets yanked a day after I renew I'm still shut down because both are required in order to operate. All of this can be done by code enforcement without the need for LE to get involved. However, it is sometimes very hard for code enforcement to actually enforce anything without LE involvement because they don't have the capability of doing an investigation and gathering evidence.
All that being said, Orange has quite a few AMPs up and down Tustin St. So it seems to me that it's a city that tolerates them to a certain extent. Green Sign may have just attracted too much attention to itself.
I suspect what will happen is they will get drawn into a hearing in front of City Council and/or the Planning Commission over the status of their CUP, and whether or not they stay open will depend on the outcome of that. That's how these things usually play out.

Posts: 781My guess is, this was nothing more than a meet and greet type, a shot across the bow type situation. As far as what happens in the future, that is completely situational. Some cities mostly ignore parlors, others will actively try to eliminate them. Election cycles can play into this as well. We only have this one event to go on, but it seems Orange might take an active role in getting this parlor shut down.

Every time I hear raids they were always weekday late morning. Even then I could never get 100% comfortable, always checking out the cameras in the rooms, etc and wanted to bounce right after the deed. I hope they resurface at a more secluded spot.
