It's presented in the article as a mutual relationship after he met her at an event. That's why the 16 year old age of consent is protecting the guy who moved out of state with her. If it comes out that the 44 year old actually met her on Seeking, I would be shocked if they don't throw the book at him. It is definitely illegal to pay a girl under 18 for sex. Yes, well, there is no proof truly available from asking via electronic communication, but it puts the recipient on notice about what your limits are, and if they do have any ulterior motive (either are underage or are posing as someone who is for nefarious purposes), you deter them, to seek more fruitful interactions with less fastidious (dumber) guys.
