Full ratings carry more weight. You get a percentage of highly safe ratings compared to your network. They will autofill as you build your network. Then, you can adjust them by ranking your own safety under the ratings you've issued by dragging and dropping.

That's terrible that they charge just for common courtesy as simple as a shower.
