The following story won't really help matters but it just makes statement of facts.

Some countries have it all over the USA. A few years ago a buddy of mine had some fun in PI. His next stop was in Tokyo. He went to a clinic that exclusively tested and treated STDs. The doctor was farang (sorry about mixing cultures but you get the drift). The price was reasonable and the visit was anonymous. He was told the results of some tests during his office visit and given access to a portal for other tests that needed more of a sit time. Fortunately, all tests were negative. Think of it like with cellular MVNOs. Quest is in the business of making money, so they charge more if you go direct to them. But since they like to make money, they partner with smaller groups at a discount who use their services, because no everyone goes to them direct and looks to save. They aren't going to lower their fees, but lets someone else lower the fees, they still get paid, and still charge others a premium.
