Not sure the rules in Hawaii. On the mainland in one town, police could get up to 3 happy endings. By the 3rd one they were required to arrest. Arrest usually occurs after the negotiations. There was a legit Chinese shop that was busted because the new girl didn't speak English. The cop bullied her into pulling up her bra. She was scared and complied. Found not guilty but was deported.

Most of them are married or have a SO who can't provide that lifestyle so they are free to hook up with other guys as long as they are willing to pay for her in some way. The level of selfishness is fascinating actually when you think about it.
