I'm not sure of the silence either unless this is the beginning of something much bigger and keeping it low key helps their cause.

Can confirm from personal experience that when Julie is gone, L1 becomes available from her asian assistants. Julie herself seems to be strictly legit though.

It also seems most of his stuff is done in Cincinnati not in Batavia. So the burning question, why was he here? Just all seems odd at the moment.
