Either a scam or a retard. Made plans for a meet and greet then when I texted to confirm the day of she said she was behind on rent and really just needed her PPM. Figured if things went well we would be moving BCD after the meet and greet so told her that I would give her half her PPM for the meet and greet if we did not agree to meet afterward but that I fully expected after meeting we would be going further. There are way worse ways women can flake and scam (no show when a hotel is booked, cat fish / fat fish, take off with allowance, etc.).
