Actually everyone got std handies. Some reported FS on rare occasion. I suspect his drunkenness kept him from finishing and he got pissed. The unanswered question is why were they there at 11:30?

A passerby called in the fire at 11:30, we don't really know when guy locked the ladies in the laundry room and lit the place up. If he didn't happen to have any good accelerants handy, it probably took a while to spread to the point where it was visible outside.
