A prosecutor's job is always to pick and choose which cases to dedicate resources on, as you point out even in the MA case 28 was their limit to set an example. There are parallels with marijuana which is the reverse legal situation being illegal federally but legal at the state level - so in the exact same way as VA the federal government has decided not to pursue cases that are legal locally. It's official policy. That mirrors Manhattan's policy here:

I will close with a few key points and observations. First, by far the most common issue is neighbors. If neighbors are happy, everyone is happy. If they get bothered, places get evicted. Some agencies want to see multiple recent network, maybe two. Who is network rating you is most important - it should clearly be a provider who has good network too. Not something easily faked. Also, it helps if your account has been around a while but that's less important. For some people, even partial HX can reduce how much info you supply.

There are other ways but I don't want people to try to game the system, I'll just say to be patient and retry later. When an agency is busy with existing customers, verifying new customers is low priority obviously. And sometimes, it is not the right timing for them to verify anyways. Same way you or I can't reply to text messages sometimes if we are at lunch or driving, but if it's urgent we will stop what we're doing anyways. Common sense. It's a public forum so that's all I can say.

When you get such a variety, it's not hard to have realistic expectations, immediately know it's the right girl face to face, and have fun if you decide the girl is really your type

Eventually, HX is all you need to screen but it only really works for CA and Nevada. The other gold standard way to screen is if you have an ATF who is now working somewhere. Since she is the one opening the door, she will only green light you if she knows you are solid.

Attached is the hottest and horniest girl I ever found on HX. Of course she shows up covered in civilian clothes looking normal and innocent, but the tattoos were unmistakably her. So once the clothes started coming off I was blown away. Anything I wanted whatsoever, as many times as I wanted. Her Hello Kitty underwear to the side, I have hundreds of ad and paid photos to remember her by but only a few decent enough to post here. I knew that was not typical, again I rejected 99% of profiles and took a long time to find her. Once I got into korgs, it was way more convenient.

A reminder that korgs are in the business of booking girls over and over. It's a golden goose and they are collecting eggs. Screening is for safety to keep a good thing going, no one would use a korg proven to be unsafe. That's exactly the same purpose of HX network, too. So while it is good to play it safe whenever you can, I'll also point out the motivations. I know some friends who gave up the same info as you, others didn't. Not a problem in decades but I would still do everything you can to address your concerns.
