A test on any given day is only indicative of the past, anywhere from a week to several months. HIV especially can take anywhere from weeks to months to show up on a test. I read that as: "Clearly you've made some questionable choices, take a round of antibiotics just in case, let your partner (s) know you've been tested and they should do the same. She currently TESTS negative, but it can be 2-3 weeks before a positive could show up in the test.

Which in the meantime I assume she could still be positive and passing something to other mongers?
