One of the greatest weapons the US has in its disposal is control of the SWIFT system. It's the means that banks all around the world transfer funds to each other, on behalf of customers or themselves. If someone says, "I'll wire you the money. ", they are talking about the SWIFT network, regardless of which bank they have it which bank the recipient uses.

The US government controls that, and if the US wanted to punish a bank, they just lock them out of SWIFT.
