Thank you for the reply. I think I understand now. Wayne and Washtenaw County court systems looks to be quite different. In Wayne County, every city has their own District Court (27 of them). Washtenaw County appears to have only two district courts (14th and 15th). I can see now how my "hypothetical" was nothing to worry about.
