He's likely either asking if anyone has seen her lately at all and is using her phone number change as timestamps.

Making sure that the new number is actually her and not an imposter.

Nope CashApp is pretty much done once it's sent. I knew it was a well a scam when I sent the 2nd $300. Made the call to spend $700 to F' her rather than spend $400 to jerk off after the she left with my $400.
