This is pretty normal in Thailand, in the case of bar girls you pay the bar fine so the bar is paid and happy, then you pay the girl what you agreed to. I've only seen 3 Thai girls and none of them offered BBFS, out of the 3, the one I see quite often doesn't offer it UTR either.
