I was going to write something but you said it much more eloquently. Market competition. Market dynamics. Nova and dmv aren't making this market. It's already the market in New York and then the girls come down here and ask the same after mostly starting in NY.

I mean, I've only tried a few agencies here but as far as the CIP included, I've never been prompted to pay extra for the CIP. That's my experience anyways. There one agency that I used to go to while taking layovers in Dallas and they did charge me $50 for the CIP. Guys, the girls that come to NOVA are B list girls from LA. They all offer BB specials in LA. Even the good ones that charge for BB are $100 extra that includes CIP. Even the ones in LA that charge the $100 will give it for free most of the time to keep you loyal. If you guys keep paying the upcharge it will never be offered free here.
