Are there actually people who question why cops would pull over someone? Forget quotas. Cops are never risking anything by pulling you over. They, can and will make up any story to flash those lights. Its only a plus if you're tags are expired, or license revoked. Two times in one area they pulled me over. For what? Not stopping at the line before a stop sign. So that's clearly their tactic. Since 2nd time I saw them, and stopped at the line. Yet pulled over as soon as I turned, and gave the same line. These are two different cops, and two different time periods. Its damn near impossible to discipline a cop unless the superiors don't like them.
