Lots of good info in this post. I get the impression that the places that get busted are the places that are so brazen that it defies belief. I'd be curious as to where the complaints that you are referring to can be viewed. Are they kept in a city database that's publicly accessible (Dept of Consu mer Aff or something? One of those massive excel datasets that you need to download to view?
