It's not the taxes that keep the government from legalizing prostitution. It's the Jesus crispiest who think they should regulate morality for everyone. Unfortunately they vote in large numbers and politicians are afraid of getting on the wrong side of them. With marijuana there was a large and growing support for legalization. Support for it was growing. Support was based more on age than political affiliation. A young Republican was more likely to support legalization than an old democrat. With prostitution you don't have people taught at a young age that it's ok, there's still a stigma with it. It's also highly associated with drugs. There is very little sympathy for the cause. Until you have public support well over 50% legalization of prostitution won't even be on the radar.
