I don't know how the age of consent thing works for sure, but I would think that only applies if the girl is having sex with someone who is also a minor. Or perhaps in a case where her parents have given their consent for her to willingly marry someone over 18. If this were not the case it seems like some of these teachers who get busted, for example, would have a loophole if the kid in question agreed that the sex was consensual. I think the age of consent in GA is 16 (but I'm not positive, it might be 17). So in theory, you could meet a high school girl at the mall and have sex with her as long as no money changes hands.

The authorities look the other way when it comes to sugar daddy / sugar baby arrangements, but technically, they are illegal prostitution most of the time. You are confusing age of consent with legality. Paying for sex is illegal whether the person paid is 17 or 77. The age can be used as a factor in the penalty for the illegal act. Ga has laws that make the penalty more severe the younger the victim is. Also can result in required registration as a sex offender.
