I think the age of consent in GA is 16 (but I'm not positive, it might be 17). So in theory, you could meet a high school girl at the mall and have sex with her as long as no money changes hands.

You are confusing age of consent with legality. Paying for sex is illegal whether the person paid is 17 or 77. The age can be used as a factor in the penalty for the illegal act. It's DEFINITELY NOT legal to have a 17 year old sugar baby in Georgia. Paying someone under 18 for sex is a major crime and will be harshly punished.
