Directly from the manager. They are pursuing an updated licensing but business as usual and girls still working. I stopped by and drew Nana. A 50 ish Vietnamese woman, good looking for her age. It went downhill quickly. As soon as we arrived in the room she started asking what I wanted for extra. In my experience this is always a red flag. After some back and forth she agreed to do a massage first. She began and the doorbell rang after less than 5 minutes. When she returned she had me turn over and began negotiating the extras again. Her personality was ice cold and she was obviously going to rush me out for the next customer so I declined. I gave her a small tip (which she really didn't earn) and left.

A great example for all. If a visit does not go well, decline, and depart without drama. Return or do not return (you are the customer / client, you get to decide where you go).

I see your point, although things are working out reasonably well for the time being here in Fairfax County as a whole. The current Commonwealth's Attorney doesn't seem to consider the hobby a top priority of his, and he was overwhelmingly re-elected last November. Of course, that could change if there's a serious incident or there's more pressure from the feds. In the end, it will probably take a judge striking down prostitution laws as they pertain to consenting adults to begin an effort at major reform of laws regarding the hobby.

One prosecutorial regime assigns a lower priority to hobby-policing but nothing constrains the next regime from cracking the whip! And the patchwork of city, county, state, and federal jurisdictions and interests just adds more confusing elements to the enforcement landscape.

And, while it's nice to hope some judge could get the ball rolling, the judiciary isn't a substitute for an elected legislature. Legislatures can enact all kinds of restrictive laws which, unless they clearly violate the Constitution, will not be overturned by judges. Laws against prostitution are the norm in 99.9% of the US. And those laws don't prohibit consensual adult behavior, they just criminalize turning such behavior into a commercial business transaction. Consider that laws prohibiting possession of marijuana reached all the way into a person's home, even if that person's actions weren't affecting anyone else. It took legislative action to change that, and the same holds true for prostitution laws, IMO. I wish I could be more optimistic, but I'm not holding my breath.

There is no public pro-hobby constituency in Virginia. Even people who privately believe prostitution should be legalized, or decriminalized, will keep their opinions to themselves. Even in Nevada, the hobby is illegal except for a few select locations that are well away from the population centers. And VA is in no way comparable to NV.

If people are dissatisfied with the level of policing they're receiving, they usually just complain without offering any constructive suggestions. And they're more likely to elect "law and order" candidates than they are those of a more Libertarian persuasion. Also, for anyone who thinks the issue of prostitution is akin to decriminalizing marijuana, I would argue that there was a large pro-marijuana lobby simmering just beneath the surface. I don't see anything equivalent when it comes to prostitution.

It's also unfortunate that, in the jurisdictions where prostitution laws aren't really enforced (parts of CA), streetwalkers and johns have overwhelmed some neighborhoods. And that's what people will point to should anyone raise the issue. They'll never focus on success stories, such as countries in Europe that manage just fine. They'll only focus on failures.
