CPUSA has always been tough to get into because they probably don't have a big need for new customers. If any agency has a solid list of consistent, repeat customers they won't respond to anything. There are certain downtimes in the cycle (after busts or end of the year holidays) where business is slow and you might get a response. There is no trick or special in that anyone can give you. IMO, just reach out every once in a while and see what happens, otherwise don't stress too much because there is not much you can do.
