She responds to messages and says she wants to meet. Supposedly downtown without a car. But when you go to confirm date / time she doesn't respond. When you suggest a new date, she says she is down. Then doesn't confirm location. Just a crazy circle but never moves forward.

When pics seem too good to be true, it is always a matter of time in 90% of the cases when I get hit up for money for the ride or repairs to some car. Some ask right out of the gate, so wait until minutes before they should be on their way. It took this one minutes once we took the conversation to text. No car, she doesn't want to have me send an Uber off of my account but would happily appreciate my paying for it in advance.

To many red flags, very minimal, poorly written profile. More context would help, have you been chatting awhile, has she agreed to a non paid platonic M&G. If she responded to your initial contact with a PPM amount and the need for a deposit, then your getting scammed.
