Yep, you're correct. There's also a growing faction of politicians that wants California to go to a full on state license and state massage board like 48 other states have. Most of the legit industry is against it for a variety of reasons, mostly bureaucratic red tape that would creep into the industry that we don't need. With a state license and state board it opens the door for state LE authorities to do raids and crackdowns in areas where these shops have been doing their thing for many years. So for the sake of the hobby, hope that CAMTC remains a thing for the foreseeable future. They do a good job at what they do. The shops providing erotic services don't need licenses other than for the optics of having licenses posted in the lobby.
