Very interesting question about the shower & tan shop. For sure it wouldn't be regulated under massage since there's no massage or bodywork going on. What would likely happen is when you went to your city for a business license, they would require a conditional use permit for a shop like that. CUP are generally required for massage establishments, tanning salons, bath houses, adult oriented businesses, and many other things depending on the discretion of the city. With a CUP there is a public hearing. They will mail out notices of public hearing to everyone within say a mile radius of the proposed location so they can attend the hearing and voice their objections. I'd guess that this would get classified as a public bath house, which has its own set of regulations in most places. Depending on what exact city it's in it may or may not get heavily scrutinized. It may be an interesting way to get around massage regulation, or it may open you up to more scrutiny and more "random inspections. ".

On the other hand, the pay websites (where the provided must pay to post advertising) are almost all legit. The free websites are mostly CASH APP scams, where they want you to deposit then the ghost you.
The good websites with real providers are: eros.com (ads costs thousands for the girls), bedpage (each post is $25 BTC), RubMD (the girls pay $10 to post). The fact that real providers pay to post will weed out the cash app scams that are so widespread on the free websites. And of course Humiplex and sites that require reviews and a rating system are definitely the most reliable.
