This is not true on both accounts (1) Its legal only when a women does it directly without the help of a pimp. However almost all mongering in India happens via pimps. So in all probability when you hobby the first / second time, you will be dealing with pimps. (2) Scamming, and shakedowns are pretty common specially for foreigners. Be prepared to be robbed at-least 2 or 3 times before finding the right contacts.
