It's the cities in Ohio that are enacting licensing ordinances, not the State. So, it would be like Detroit requiring that every massage parlor would have to send in a document, probably with a few hundred dollars, to some agency like the health department, certifying that everyone that gives massages there has a state license in massage therapy.
