Not exactly. In addition to residents, citizens and organizations (of the USA), foreign entities may also register domains with that extension as long as they have a presence in the USA.

I saw Hazel today. She is probably in the 25-30 age range. She is playful and cute. Probably reminds me looks wise of Eden from GSL who was here about a year ago. Lightened hair color. Saw Cosmo last week. Wasn't impressed. Older and a bit bigger than pictures and I could see "some" similarities but still has a banging smooth body and good "yes girl" attitude.
