Dude, man. If a provider is all-safety, you don't have to pay to see her. It really is that simple. Nobody is forcing you to hand your money over. I prefer all-open service myself, documented very well right here on this site, but when I meet a provider and she says no I leave it at that. There have been times when a provider was a very hard and adamant no but changed her mind after she realized she could make more money and I declined. If she's open to doing it without any prodding from me that's one thing, but if I have to convince her then I don't really feel all that good about going through with it. Sure, I find some of their reasons for declining it to be ridiculous, but that's just fluff. They ultimately don't owe me any reason whatsoever. Believe it or not I rarely, if ever, actually ask why they won't. Usually they give me a reason as a way of lecturing me, that's the only time I laugh and debate a bit, but I still never try to convince her to change her mind.

You can't force someone to do something, likewise for punishing them for not doing something for which they can choose not to do. I get that you're just writing words on a forum, but you're going to get yourself into serious trouble if you actually do something to someone.

True story here - for most of my time in the hobby I was covered, including oral. It just didn't bother me at all.
