Dude, man. If a provider is all-safety, you don't have to pay to see her. It really is that simple. Nobody is forcing you to hand your money over. I prefer all-open service myself, documented very well right here on this site, but when I meet a provider and she says no I leave it at that. There have been times when a provider was a very hard and adamant no but changed her mind after she realized she could make more money and I declined. True story here - for most of my time in the hobby I was covered, including oral. It just didn't bother me at all.
